Simone and Vance seem to be adapting to their new life as the unofficial wards of policeman David. However, Vance has recently taken to roaming the streets at night in secret, leaving Simone behind. This is such an unusual occurrence that David demands to know what is happening. Reluctantly, Vance reveals how he's been tracking a gang of child kidnappers, and been flirting with a desperate plan to infiltrate their ranks. His plan is so horrendously dangerous that David flatly forbids it and he takes the matter to the authorities. However, some mysterious person in the government orders the Police Department to stop investigating the affair any further. Suspecting a conspiracy of silence, David and his companions decide to go ahead with their investigation anyway, despite the official threats. But will they succeed against the odds? A new approach is needed, and they enlist the help of Mel, the magic user. Mel enables everyone to unravel a number of secrets behind the hidden organization and, despite David's misgivings, Vance decides to break into the headquarters of the kidnappers in order to attempt to rescue the stolen children. He also wants to find some incriminating evidence to identify the mysterious ring leader, but will he make it out alive? In the end, it's the enigmatic and reclusive Simone, who solves the final mystery.
