The act unleashes a program of covert operations allowing government agents to pick and choose who is a terrorist. The murder of an American professor sparks a local investigation drawing a street-wise city detective into the shadowy world of Russian and American espionage. Through a Russian master spy, he learns about deceit and ideals but the spy has little time for the police.
