Management is all about timing, a good idea implemented late may not be useful at all. Managers should encourage innovation and any ideas should be handled carefully and on time. Supervisors need proper training and this should be viewed as an investment and not an expense. Once supervisors know what is expected they can then pass it on to their subordinates.
