It points out the staggering costs at state and federal levels that are yielding little improvement in our children's reading abilities. The books lays out the necessary changes that, if done, will present our children with a pure phonetic reading system, a system that will enable them to read quickly and effectively At first sight, because we do not like to see changes, the changes look drastic, but upon close examination the changes can be seen as minor and easily implemented.
