Ramos on the economic crisis. In the view of the CCNC, these open letters are of historic significance for the light they cast not only on the nature of the crisis but, more importantly, on the reasons behind it.The exchange, which began with Lichauco's letter to Ramos under date of December 8,1990, was serialized in NEWSDAY. BULLETIN started serializing Lichauco's letter, but after the third installment the serialization was abruptly terminated without as much as an explanation from the editors. That incident was one of the factors which prompted the CCNC to have Lichauco's letters printed along with the exchange that followed.To our knowledge, Lichauco's letter is the first to have presented an organized and documented explanation for the crisis which departs radically from the usual version of it. The crisis has been habitually explained in terms of graft and corruption. Lichauco demolishes this theory of the crisis. He attributes the crisis to what he describes as the treason of policy" Treason, not necessarily as the crime is defined in thepenal code, but in its realistic economic sense.Lichauco's thesis touches a responsive chord. Treason is an explosive term, not to be used lightly in a debate of public issues, but it is a term now being used with frequency, and in no less than the halls of Congress. Only recently, the Majority Floor Leader of the Senate, Senator Teofisto Guingona, and the populist Senator Joseph Estrada, charged the nation's debt negotiators with economic treason. Senators Pimentel, Estrada and Romulo have filed a bill that would outlaw the practice of the nation's debt negotiators in accepting positions with the IMFAVB on the ground that such a practice opens uppossibilities of treason.In what sense the nation's vital policies constitute treason Lichauco explains with meticulous logic, and in that we believe lies the signal contribution of his open letter to the nations politicalization.(more inside)
