Set in 1974, Tom used to be a superhero, granted by an accident in World War 2. But superheroism wasn't as it was cut out to be as his teammates eventually went overkill with their powers and Tom was responsible to clean up their mess. But that was the past, now at the present, Tom lives alone, in his small town outside of Phoenix Arizona. Lesley, a man with many connections and provides Tom with more intense work for his already insane profession of eliminating people who are threats to America. But this time, Tom is tasked with a new person to work with, Eli a quiet and reserved woman who talks formally and nothing else. Tom and Eli are tasked with infiltrating Dynamik due to some outside sources from Lesley are planning something big that may or may not go as planned. Tom doesn't like Eli but sucks his feelings away for the mission. Tom manages to stop robbers along the way which gave him a secret admirer, Katie Glen. A small girl who has big dreams. And seeing Tom in action gave her fuel to her fire to become a superhero. Unfortunately, home isn't well as she's abused by her parents, waiting for the day to reach out to someone. When Tom and Eli reach Dynamik, everything seems to be going as planned, but when they reveal their newest project with live human volunteers, the project goes haywire as the live volunteers are struck with many chemicals altering their appearances and dna also giving them superpowers. The volunteers run out into the streets to hide as Dynamik orders the deaths of everyone in attendance to make sure their mistake was hidden. Tom and Eli get to the bottom of Dynamik's plan though and after putting them out of business, they now have to make up for their mistakes and find the now superpowered volunteers. But the volunteers have already been accustomed to their new powers and have begun raining terror upon the town with them going under the group name: The Madmen. Tom and Eli try to reason with them at first, but soon realize they're too far gone and have now begun terror attacks all over the city, including the local school. Tom seems to get overpowered by them at first but soon figures out their weaknesses. Only then is where Tom meets Katie for the first time, now under her superhero name Glimmer with her ability to make anything out of her magic. Glimmer scares the Madmen away and manages to land a partnership with Tom despite his unwillingness. Tom and Eli try to figure out how to take out the Madmen with Tom growing more frustrated with Eli to the point where he lashes out at her. Eli has also had her fair share of trouble in the past having the power to mind control people and accidentally killing her father when she was younger, breaking up with Tom and leaving the project. only Tom and Glimmer left, they go on patrol doing other superhero stuff only to be feuds with the Madmen over and over killing one member at a time before Glimmer gets too trigger happy with her powers killing an innocent civilian. This angers Tom to the point where he lashes out at Glimmer as well, hurting her and causing her to also leave. Tom now alone again, realizes that he's a terrible person for causing so much pain onto the people who tried to stand with him. Tom apologizes to Eli who doesn't take it at first but then opens up to Tom and confesses her love for him, which Tom also loved her without knowing it. However, Glimmer joins the Madmen angry at Tom only to quickly realize that crime isn't for her. Tom makes it up to Glimmer for all the pain he's caused and decides to put an end to the Madmen once and for all. Tom, Eli and Glimmer finally corner the Madmen before realizing Glimmer's terrible secret as Tom finds scars from her abuse. Tom confronts Glimmer's parents before finding out they caused all the harm to the Madmen and responsible for everyone's powers. Glimmer in rage kills her parents for all the damage they caused and Tom finally stops the Madmen before realizing he was much happier with Eli and Katie
