Description

In his pursuit of a suspect at Niagara Falls, Fels unexpectedly uncovers a possible German sabotage plot in the year leading up to America's entry into World War I. He now must reorient his focus. What are the German saboteurs planning, and can he prevent them from carrying out their plans?
His situation leaves him with little support in his efforts. Ultimately, help comes from a local BOI (forerunner of the FBI) agent and the amiable young man who approached Fels with an astounding revelation. With the sabotage plans underway, Fels and his two companions are put to the test at the hands of a sinister man named Max.
